Biography:

B.A., Ohio State University; fellow, Maxwell School of Citizenship and Public Affairs, Syracuse University; M.P.A., M.A., Ph.D., Harvard University. Japanese language and area specialist, military intelligence, A.U.A.; research analyst, Cambridge Research Association; consultant, Wage Stabilization Board. Fulbright visiting professor, University of Baroda, India (1955–56) and Nanzan University, Nagoya, Japan (1968–69). Director, Foreign Student Orientation Program (1957); Committee on International Exchange of Persons (1958–59). Research associate, Carnegie Foundation for the Advancement of Teaching (1960–62). (1951–86) Professor Emeritus of Political Studies.
