Position Title: Environmental Analyst I
Location: Syracuse, NY
Hours & Compensation: Full-time. Grade and step dependent upon level of experience and qualifications.

Organization Overview:
The New England Interstate Water Pollution Control Commission (NEIWPCC) serves as a forum for interstate communication and coordination on water-related pollution control efforts among all the New England States and New York State. NEIWPCC works in cooperation with the New York State of Environmental Conservation as a partner in preserving and restoring the Onondaga Lake Sub-basin of the Lake Ontario Basin which is part of the Great Lakes Watershed.
The Environmental Analyst will work in coordination with the Onondaga Lake Partnership (or any successor organization thereto) and the Onondaga Nation to develop a shared community vision for restoration of the physical, chemical, and biological integrity of the Onondaga Lake watershed and to identify concrete measures that can be taken to achieve these goals.
Responsibilities:
- Act as a clearinghouse of information for the public regarding Onondaga Lake and the restoration efforts being made on and around the Lake.
- Publicize and facilitate public involvement in decisions related to restoring and/or maintaining the physical, chemical, and biological integrity of Onondaga Lake by, among other things, helping to appropriately direct public comments and questions regarding the restoration and/or maintenance of the Lake and its environs.
- Support the identification and development of site specific restoration opportunities in the Onondaga Lake watershed through, for example, the creation of an interactive data base of potential project opportunities; seek and coordinate opportunities to implement such projects.
- Work with partners to develop educational/communication products or activities to promote habitat restoration and stewardship.
- Participate in outreach awareness efforts with groups to explain or promote restoration of and access to Onondaga Lake and other natural areas within the watershed and to increase public understanding of the impacts of land use, construction, and other local decisions on the physical, chemical, and biological integrity of Onondaga Lake.
- Support local governments in assessing the impacts of proposed projects, land use planning and other local decisions on the physical, chemical, and biological integrity of Onondaga Lake.
- Assist NYSDEC by serving as point person for issues and projects related to Onondaga Lake.
- Assist NYSDEC Office with administrative and other duties as necessary.
Qualifications:
Education
A Bachelor’s Degree in environmental science, natural resource policy, or related field preferred.
Experience
Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least one year must have been in a professional capacity, (C) any equivalent combination of the required experience and the following substitutions.
Substitutions
- An Associate’s Degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
- A Bachelor’s Degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*
- A Graduate Degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for required experience.*
*Education toward such a degree will be prorated on the basis of proportion of the requirements actually completed.
Special Knowledge and Skills
- Knowledge and experience with habitat restoration and/or watershed management.
- Knowledge of Onondaga Lake issues
- Strong team player with ability to work independently
- Excellent communication skills, both verbal and written
- Excellent organizational skills
- Ability to work effectively with scientists, managers and general public
- Ability to communicate respectfully and effectively with people of diverse backgrounds
- Familiar with NYSDEC’s Policy CP-42 Contact, Cooperation, and Consultation with Indian Nations
- Experience with environmental justice issues
- Experience with consultation with Native Nations
- Excellent computer skills
