Putting a Price on Carbon: The Social Cost of Carbon and U.S. Climate Policy

Superstorm Sandy clean-up, rising food prices, increased heating and cooling costs: we can no longer ignore the direct economic impact of climate change on our day to day lives. Estimating costs of climate change damages informs rule-makers of the benefits of implementing climate change policy. How do policy-makers calculate the costs and benefits associated with carbon emissions reductions?
In collaboration with the Pace Energy and Climate Center, the Bard Center for Environmental Policy is excited to host an expert panel on the Social Cost of Carbon, an estimate of the economic damages associated with a small increase in carbon emissions. Please join us to discuss the stark reality of climate change impacts facing the U.S. economy, how the SCC measures the benefits of proposed climate change regulations, and the implications of using the SCC in U.S. climate policy.
This panel discussion features:
Michael Livermore, Executive Director, Institute for Policy Integrity; Adjunct Professor, NYU Law
Mr. Livermore is the co-author of Retaking Rationality: How Cost-Benefit Analysis Can Better Protect the Environment and Our Health. A frequent panelist at U.S. and international conferences on cost-benefit analysis, his views and commentary have appeared in Business Week, The Wall Street Journal, Forbes, The Washington Post, The New Republic, and Time.
Dr. Laurie Johnson, Chief Economist, Climate and Clean Air Center, Natural Resource Defense Council
At NRDC, Dr. Johnson concentrates on modeling the costs and benefits of reducing greenhouse gas emissions, the impacts of environmental regulation on employment, economic analyses of regulation by industry and macroeconomic modeling of climate change legislation and its distributional impact.
Dr. Robert Kopp, Associate Director, Rutgers Energy Institute; Assistant Professor, Earth and Planetary Sciences, Rutgers University
Dr. Kopp's scientific research focuses on using models to understand Earth system behavior in the past, with the aim of improving models of future global change. He also conducts policy-related research focused on quantifying human impacts on the global climate, assessing the potential of different policies to mitigate these impacts, and incorporating climate change impacts into cost-benefit and risk management analysis.

Dr. Goodstein is the author of a college textbook, Economics and the Environment, as well as the author of Fighting for Love in the Century of Extinction: How Passion and Politics Can Stop Global Warming and The Trade-Off Myth: Facts and Fiction About Jobs and the Environment. He also directs two national initiatives on global warming: Campus ot Congress (C2C) Fellows and The National Climate Seminar.

The Bard Center for Environmental Policy invites you to a special presentation on Spatial Analysis and Mapping. Students from Bard CEP master’s program will be presenting posters illustrating final projects they completed for this semesters GIS: Tools for Analysis class. The event will also feature special guest speaker, Benjamin Houston of GroundPoint Technologies. Lite refreshments served!

Benjamin H. Houston, P.E., PMP, GISP

Mr. Houston has 20 years experience in topographic engineering and related engineering and mapping activities. He is co-founder of GroundPoint Technologies currently leads business development and strategic planning. He has a Bachelor of Science in Geological Engineering from Colorado School of Mines and a Master of Science in Earth Science from North Carolina State University.
Mr. Houston spent 12 years as an Army Officer, first as a Topographic Engineer in the US Army Corps of Engineers and later as a Staff Officer, Public Health Engineer, and Special Operations Team Leader with the US Army Special Operations Command. He is a graduate of the US Army Combined Arms Services Staff School, the Defense Mapping Agency, and the JFK Special Warfare Center and School. Mr. Houston has also held various positions as an engineer and GIS analyst with both for-profit and non-profit consulting companies, and has held positions in various local government agencies at the County level including the Department of Planning, Department of Public Works, and the Department of Health. He is a licensed Professional Engineer in the State of New York and has a broad background in public health engineering, public utilities infrastructure, and stormwater management. Mr. Houston specializes in raster based terrain analysis and GIS data integration. He is a certified Project Management Professional by the Project Management Institute (PMI) and a certified GIS Professional by the GIS Certification Institute (GISCI). He is a past Vice-President of the Genesee/Finger Lakes Region Geographic Information System Special Interest Group, and is currently an active member of the New York State GIS Association, the American Society for Photogrammetry and Remote Sensing (ASPRS), and the American Water Resources Association (AWRA).
Mr. Houston’s background enables him to uniquely understand local government user needs, and how to successfully apply advanced terrain mapping and GIS technologies to achieve project success.

Judgment in Extremis A Conference Inspired by the Fiftieth Anniversary of Hannah Arendt's Eichmann in Jerusalem

How one responds to mass murder, genocide, and atrocity has become an all-too-common question of our age. It is to explore the modern predicament of judging great wrongs that the ECLA/Hannah Arendt Center Conference will bring together artists, businessmen, academics, and public intellectuals to ask questions like:
•Do laws against extreme crimes also normalize them?
•Can we justly respond to truly evil and enormous crimes through law?
•What is judgment, especially in the face of inhuman wrongs?
•Can Justice be done beyond or outside the law?
•What is the place of reconciliation and revenge in responding to extreme wrongs?

Take the Bard Bike 2013 pledge. - Bard celebrates National Bike Month every May. Bike to Bard Day is Friday May 17. Meet at Taste Budd's Chocolate & Coffee Cafe between 8:00 and 8:30am; we will depart for Bard on the 'safer' route at 8:30am. Friday bikers: TEXT 'ibike' to 845-538-4055 and get a free small coffee before the ride. Offer good for all Bard bikers till 11am.
- Saturday May 11: Join the EcoReps for a guided bike ride to the Village of Red Hook. It's also Red Hook's Apple Blossom Day, so bring some money and browse the street vendors.
- Red Hook Greenway and Trails Committee hosts the annual Tour de Red Hook. May 19: This family-friendly ride connects Bard with both villages, Red Hook and Tivoli, on an afternoon in May. Find it on FaceBook.
