Khalil Shikaki is the Director of the Palestinian Center for Policy and Survey Research in Ramallah, on the West Bank. His polls over the past 15 years have made numerous political leaders in the region uncomfortable at one time or another, but they are widely regarded as the authoritative standard on Palestinian public opinion. Likewise, his organization is doing important work on the state of opinion and on government openness throughout the Arab world. Shikaki completed a doctorate in political science at Columbia in 1985; besides the reports on some one hundred public opinion surveys, he is the author of numerous papers on the conflict in publications such as Foreign Affairs and The Journal of Palestine Studies. Among numerous other special reports, he was one of the two principal co-authors of �Strengthening Palestinian Public Institutions� (Council of Foreign Relations 1999).
