Description:

The Policy Associate, Marine & Freshwater supports The Nature Conservancy’s (TNC) conservation goals by serving as a liaison and informational contact between The Nature Conservancy’s marine and freshwater staff, Congress, and federal agencies – particularly the National Oceanic and Atmospheric Administration (NOAA) and the Army Corps of Engineers (USACE). S/he provides research and policy analysis in supoort to TNC legislative and policy priorities at the federal level, while developing and maintaining strategic partnerships with relevant agencies, conservation organizations, and industry. S/he may organize grassroots efforts to mobilize constituents on TNC legislative priorities. S/he is supervised by the Director of U.S. Marine Policy who is based in TNC’s U.S. Government Relations shop and works closely with TNC’s Global Marine Team. S/he will also support the Senior Policy Advisor for Water Resources, working primarily on freshwater issues pertaining to the Army Corps of Engineers.

Responsibilities:

  • Advancing projects and programs important to TNC through federal budget formulation, congressional appropriations, and authorizing legislation.
  • Writing and editing testimony for congressional committees with jurisdiction over marine and freshwater affairs.
  • Representing TNC as a member of coalitions that advocate for NOAA coastal restoration programs and the National Ocean Policy.
  • Collaborating with TNC state chapters annually to build briefing materials in support of Army Corps of Engineers and Bureau of Reclamation ecosystem restoration projects.
  • Accompany Senior staff where appropriate to meetings of Agency and Congressional staff.

Qualifications:

Basic:

  • Bachelor’s degree in political science, environmental policy, or other relevant field and two years related experience, or equivalent combination of education and experience.
  • Experience with legislative, planning, and policy initiatives at the federal or state level.
  • Experience presenting to and/or communicating with government or legislative staff and program leadership.
  • Experience writing and editing.
  • Experience navigating the internet, researching information from divergent sources, nad compiling it into a cohesive report.
  • Experience with MS Office, Word, Excel, and database management.
  • Experience working with partners/government agencies without violating any restrictions related to conflicts of interest, lobbying former employers, or influencing decision makers.

Preferred:

  • Bachelor’s degree in political science, environmental policy, or other relevant field.
  • 2-4 years’ experience in marine and/or freshwater policy-related work, or equivalent combination of education and experience.
  • Experience with legislative, planning, and policy initiatives at the federal or state level.
  • Experience presenting to and/or communicating with government or legislative staff and program leadership.
  • Experience researching information from divergent sources and compiling it into a choesive reporting structure.
  • Strong writing, editing and analytical skills.
  • Ability to organize time and manage diverse activities. Meet deadlines.
  • Demonstrated experience in MS Office, Word, and Excel.
  • Strong database management skills with ability to manipulate, analyze and interpret data, and produce reports.
  • Proven organizational skills and attention to detail.
  • Experience navigating the internet, researching information from divergent sources, and compiling it into a cohesive report.
