The primary duty of the Environmental Health and Safety Manager is to develop, implement, and maintain programs that are necessary to ensure a safe and healthy environment for faculty, staff, students, and visitors. Close collaboration with the Office of Safety and Security, Buildings and Grounds, Environmental Services, Dean of the College, Human Resources, and Office of Risk Management, among others, is required. Serves as the Chemical Hygiene Officer (CHO) for the College. Ensures compliance with all federal, state, and local laws; regulations, and safety standards involving environmental safety, environmental health, hazardous materials, chemical control, industrial hygiene, general safety and fire safety compliance.
Serves as the primary point of contact representative for the College with local, state, and federal regulatory agencies and leads compliance site inspections. Performs responsibilities in accordance with all Bard College policies and procedures.
- Responsible for college-wide programs to help preserve the environment and protect the health and safety of employees and the public. Recommends policy and procedural changes as necessary to achieve deliverables.
- Supervises fire and safety checks, in addition to consultants and vendors responsible for fire, life and safety systems. Consults and works collaboratively with a broad range of internal stakeholders to maintain departmental compliance, arranges campus wide safety, risk and compliance training and facilitates educational programs.
- Maintains environmental health, chemical, EPA, safety and claims records. Develops communication systems for dissemination of environmental health, risk, safety and compliance information. Ensures creation and submission of annual compliance and risk program reports.
- Oversees and coordinates campus wide facilities safety and OSHA compliance inspection programs, visiting more frequently in high-risk areas, including, but not limited to workshops, kitchens, chemical storage areas, equipment rooms, labs, water & sewer plant, construction and maintenance renovation areas. Schedules and/or conducts training and maintains records for required OSHA/SDS and workplace safety training to ensure employee safety.
- Serves as the Chemical Hygiene Officer (CHO) for the Science Division (SM&C) and will provide technical guidance in development and is responsible for the implementation of the Chemical Hygiene Plan.
- Works with administrators, staff, and faculty to develop and implement appropriate chemical hygiene policies and practices (Chemical Safety Committee)
- Monitors procurement, use and disposal of chemicals used in the lab and ensures that facilities comply with legal requirements concerning regulated chemical substances.
- Ensures that adequate training is provided for faculty, staff, and students regarding safety, chemical hygiene and chemical hazards as required by OSHA and other regulatory bodies.
- In collaboration with the Security Department, maintains and distributes the Emergency Action Plan (EAP) annually. Works with the IT and other departments on the development and administration of the Business Continuity Plan (BCP).
- Serves as the primary contact for, and responds to any reports of leaks, spills, and any other release of potentially harmful or hazardous material. Responds to safety investigations, reports of hazardous or potentially hazardous conditions. Creates reports, proposes recommendations, and takes appropriate action in order to mitigate potential safety, health, chemical and environmental risks.
- Maintains records on accidents, hazardous materials and wastes, workplace safety training, fire safety inspections, and other documentation as required by law.
- Serves on designated committees and advisory boards to maintain open communications with faculty, staff, and other constituent groups.
- Responds to various emergency situations after hours as required.
- Performs additional duties as assigned.
- Five years of related Safety Management experience in a college or other large institution is preferred.
- Must have a minimum of 5 years safety, health and risk management related experience in a college or other large institution.
- Bachelor’s degree in health science, occupational safety, environmental management, or closely related field.
- The ideal candidate will have Safety, Health and Risk Program planning, development, implementation experience including the ability to develop new policies and procedures. Ability to develop, implement, and enforce safety and loss control programs and protocols.
- Good interpersonal and community relations skills and the ability to communicate and work effectively within a diverse community.
- Knowledge of federal, state, and local safety regulations, protocols, and procedures.
- Familiarity in the use, storage, transport, disposal, and emergency response procedures for a wide variety of hazardous materials, including, but not limited to toxic gases, asbestos containing materials, lead paint, mold and chemicals.
- Computer skills and experience with Microsoft Office programs including Excel and Word is highly desirable.
- Must have a clean and valid NY State driver’s license.
- Must obtain and continue to maintain NYS Mold Assessor certification and relevant licenses to purchase chemicals while employed.
- Must hold or be willing to obtain the OSHA 10-Hour General Industry Training certification and maintain certification while employed.
- Requires normal vision range, hearing, the ability to see color and the ability to distinguish letters, numbers and symbols
- Requires frequent walking, climbing ladders and stairs
- Requires lifting, transporting, pushing, pulling and maneuvering items weighing up to 25 pounds with or without assistance
