Position Title: Research Analyst, Environmental Policy

Description: ACEEE seeks a research analyst for its Federal Policy program. The position provides a balance of research, analysis, and outreach on energy efficiency policy in the United States, as well as in other countries. The research analyst will coordinate and lead on research in project areas laid out below, which include both small and large teams of ACEEE staff as well as external organizations and energy efficiency experts. This person will also support research with ACEEE’s executive director, policy director, and other senior policy staff. The research analyst will be supervised by the senior policy advisor in the Federal Policy program.

Responsibilities: Project areas include:

• Lead author of ACEEE’sInternational Scorecard
• Federal policy, including helping to estimate energy savings and emissions impacts from proposed energy efficiency legislation
• Regulatory issues at the state and federal level, including the role of energy efficiency in compliance with air pollution regulations and opportunities to advance efficiency through non-legislative action in federal agencies and state regulatory bodies
• Developing policy fact sheets and helping to develop policy funding proposals and reports
• Special projects (e.g., recent projects have focused on statistical analysis of the impact of energy efficiency on electricity consumption, natural gas policy and federal policies for promoting energy efficiency in buildings)
• Working directly with staff in congressional offices to address requests for legislative analysis and answer technical questions

Qualifications: ACEEE seeks a quick learner with a background and strong interest in energy and environmental policy. This position requires someone who can work independently and is comfortable coordinating across different teams and subject matter areas. The ideal candidate will be poised and professional and have the skills and expertise to respond to inquiries from advocates, regulators, and policymakers at the national, state, and local levels. Additional qualifications include:

• Bachelor’s degree required
• Advanced degree or rigorous coursework in policy analysis, natural resources, and/or environmental studies strongly preferred
• At least three years of experience related to the energy and environmental sectors
• Experience with or sound knowledge of energy efficiency and environmental regulation
• Understanding of U.S. agency rulemaking and federal regulatory processes
• Highly analytical and detail-oriented with good spreadsheet analysis skills
• Excellent oral and written communication skills
• Superb organizational and project coordination skills
• Strong interpersonal skills
