Job Summary
PURPOSE
Provide focal point, management and direction for Aviation Division sustainability efforts and implementation of the Division’s Environmental Leadership Strategy, to include Port capital projects and operations, tenant and business partner efforts, and community/governmental outreach.  To develop and coordinate implementation of sustainability and carbon reduction strategies across the Division, and coordinate strategic approach with Port-wide environmental strategy.  This position is also responsible for developing the strategic direction and establishing policy recommendations for compliance efforts associated with clean air laws and regulations (State and federal), and compliance with environmental review responsibilities under the National Environmental Policy Act (NEPA) and the State Environmental Policy Act (SEPA.)

ESSENTIAL FUNCTIONS
This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed by incumbents of this class. Essential duties and responsibilities may include, but are not limited to, the following:

Direct, facilitate and manage division wide efforts to define, prioritize, and implement environmental leadership strategy.  Manage the development of the airports “5 year plan” for environmental leadership.
Identify, implement and manage airport’s key performance indicators and performance metrics.

Supervise Environmental Program staff responsible for Air Quality, Recycling, and Environmental Review, and staff responsible for implementation of environmental sustainability efforts/actions identified in Airport’s Five Year Environmental Strategy Plan.

Define both the long-term and short-term environmental strategies that allow the Airport to operate in compliance with state and federal environmental review laws and regulations and federal and state air quality laws and regulations.  Ensure all environmental requirements are met for airport operations/capital development projects including compliance with federal NEPA and state SEPA laws.  Develop and implement strategy for compliance obligations.

Lead and develop outreach strategies to Division staff, tenants, local community, and other stakeholders that effectively communicate Sea-Tac’s  environmental/sustainability goals and strategies.  Brief and communicate with Commission, local elected officials, local stakeholders (local cities, community groups, regional and state bodies) on airport’s 5 year environmental strategy plan including key issues of importance for the community.  Implement and report progress on the environmental plan so as to foster cooperation with external agencies and communities.

KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS
Knowledge of Environmental Metrics and applicability to Airport. Knowledge of airport operations, environmental impacts and means to offset or mitigate those impacts in terms of air quality, wetlands, and water resources. Knowledge of complexity of Aviation Stakeholder environment and complexities between business partners, community, elected officials, and regional and local interests. Knowledge of federal and state air quality laws and regulations. Knowledge of federal and state environmental review statutes (NEPA and SEPA). Understanding of Environmental Cost Benefit analysis. Understanding of Port and Airport business interests. Comprehension of how state and local government operate and the identification of appropriate departments/staff to assist/coordinate in promoting Port’s interest.  Knowledge of emerging global and national environmental issues affecting aviation and the environmental sustainability of the industry, including low emission technologies, alternative and renewable fuels, and greenhouse gas emissions trading. Knowledge of State and regional environmental issues and initiatives and ability to understand the alignment or conflicts with Port program, and integrate elements from these efforts into the Port’s program, as appropriate. Knowledge to develop strategies that have attached initiatives and actions. Knowledge of state and local government organization and processes and ability to coordinate Port’s interests with other state and local government agencies.  Knowledge of state and federal grant opportunities and processes.

Ability to assess and evolve program goals and objectives relative to stakeholder interests.  Ability to lead and manage diverse project teams towards reaching goals despite multiple and complex interests. Ability to facilitate groups comprised of diverse parties with disparate interests. Ability to provide program and project leadership. Ability to develop strategies and initiatives. Ability to predict and integrate rapidly evolving science and policy around climate change, its application, both internationally and nationally, to aviation in general, as well as airports in specific, in the context of other climate change regulatory proposals that affect the region. Ability to research and track environmental enhancements and emerging solutions.  Be able to think strategically and act tactically. To be a change agent with paradigms. Ability to hold difficult and strategic conversations with stakeholders with divergent interests. Ability to communicate complex environmental issues to stakeholders in terms that reach the lowest level of awareness. Ability to manage across disciplines and functional areas. Ability to represent the Director when needed at Senior Management forums, when Director is out of town or otherwise unavailable. Ability to guide the people under their supervision through challenging situations that benefit both the individual and the organization. Ability to manage conflicting priorities through multiple avenues, including the appropriate use of staff.

QUALIFICATIONS
Bachelor’s Degree in Business/Science/Engineering/Environmental Studies and ten years of experience in Public Affairs/Government Relations/Environmental or communications project work and project management.

PREFERRED QUALIFICATIONS
Master’s Degree in Business/Science/Engineering/Environmental Studies and fifteen years of increasingly responsible project management work/government relations/stakeholder facilitation work.

Driver’s License
A valid Washington State Driver’s License, or the ability to obtain one, is required.
Environment Information
Will generally work in an office environment.
Security Requirements
The successful candidate must pass a Transportation Security Administration background check.  Will also be fingerprinted for a criminal history background check with the FBI.  Hire date will be contingent upon obtaining a Port of Seattle ID badge.
Weekly Standard Hours
Normal work schedule is Monday through Friday, 8:00 a.m. – 4:30 p.m. (37.5 hours per week).

Compensation Disclaimer
The hiring range is between the minimum and midpoint of the compensation range and is based on the knowledge, skill, and experience of the successful candidate.
Compensation Range
Minimum $85,664 – Midpoint $107,075
