You may need an Apostille or Certificate of Authentication if an official educational document, such as a diploma or an academic transcript, needs to be legally recognized in a foreign country. Please see the New York State Division of Licensing Services for additional information.

Process

Not all documents presented abroad or that require certification will need the Apostille. Some institutions may simply want a letter from our office verifying the authenticity of the documents. If you have been specifically instructed to obtain an Apostille, please read through the steps below and submit all documents and payment to the address below. Contact us at [email protected] with any questions.

Step 1: Registrar's Office – Verifying and Notarizing Official Documents

Use the appropriate methods below to obtain your documents:

  • Transcripts – see instructions for requesting an official transcript.
  • Diploma – use one of the following methods:
    • See instructions for requesting a replacement diploma.
    • Send a clear copy of your diploma that we can certify as a true copy.

Step 2: Ulster County Clerk – Certifying the Notary

We will forward the documents to the Ulster County Clerk.

  • Please send us a check made payable to the Ulster County Clerk.
  • The Ulster County Clerk charges $3.00 per document.
  • A phone number must be included on the check.
 
We can return the document to you at this stage if you wish to send it to the NYS Department of State yourself. This may significantly reduce processing time. If you would like us to facilitate this process, please continue to the next step.

Step 3: New York State Department of State – Apostille or Certificate of Authentication

If you wish for us to send the certified documents to the NYSDOS for processing, you will need to send us the following:

  1. A completed Apostille/Certification of Authentication Request Form, available on the NYSDOS website.
  2. Payment as outlined on the NYS form, $10.00 per document.
  3. A self-addressed and stamped envelope for the NYSDOS to send the final document, as indicated on their form.
